Cannot reserve Resources

We are currently at Lotus Notes 8.5.1, having upgraded from ver 7.0.?. We are now unable to reserve resources from our calendar in Lotus Notes. We can reserve rooms but cannot reserve resources from the calendar. If we attempt to reserve resources we get the following error "The following rooms/resources are either not available or are restricted: ResourceX. Select different rooms/resources to send this invitation." The resource is not restricted and is available.

If we go directly to the Resource Reservations database, we can reserve resources there. But even in the Resource Reservations database, if we select the option "Reserve a Resource" and "find a resouce at a specific time," then select a site to search and a category, the search always results in nothing found. If we use the option "find a time for a specific resource" and select the resource, then we can make the reservation.

We have no such problems for rooms, only resources. We have created new resources and get the same results. Any suggestions?
